The CEO of Qom Municipality’s Information and Communication Technology Organization announced: The intelligent system for predicting the verdicts of the Article 100 Commission will be launched soon with the aim of increasing accuracy, transparency, and consistency in decision-making.
Introduction and Goals of Launching the System
According to Shahrnews, quoting the news department of Qom Municipality’s ICT Organization, the intelligent system for predicting “Article 100 Commission Verdicts” will be launched soon aiming to increase decision-making accuracy, reduce verdict discrepancies, and establish a unified procedure in addressing construction violations.
Challenges and the Necessity of Smartification
Ali Momen-Hejazi, the CEO of Qom Municipality’s ICT Organization (FAVA), announcing this news, stated: “Annually, a large number of cases related to construction violations are referred to the Article 100 commissions. In some instances, due to the multiplicity of commissions and differing expert opinions, the verdicts issued in similar cases vary, which sometimes causes citizen dissatisfaction.”
He added: “To reduce these differences and improve accuracy in the review process, an AI-based system has been designed. By analyzing statistical data and previous verdict records, it is capable of accurately predicting the probable outcome and the applicable fine amount.”
Intelligent Decision Support and Future Outlook
The CEO of Qom Municipality’s FAVA Organization clarified: “This system is provided to commission members as an intelligent decision-making assistant to help them make more accurate and cohesive decisions by offering data-driven analysis; however, the final opinion and definitive verdict will still be issued by the commission members.”
Momen-Hejazi concluded by pointing out the importance of using modern technologies in urban management: “The launch of this system is an effective step towards clarifying processes, realizing administrative justice, and increasing public trust, and it is considered one of the innovative projects of Qom Municipality on the path to realizing a smart city.”
