Anonymization of 20 Million Judicial Verdicts Using AI in the Tanad System
The novel achievement of the Judiciary’s Statistics and Information Technology Center in line with the Judicial Transformation Document, focusing on transparency, verdict robustness, and protecting individuals’ privacy.
The Judicial Transformation Document and Transformative Shifts
The Judicial Transformation Document has been drafted centered around important upstream documents such as the “Constitution of the Islamic Republic of Iran,” the “Vision Document for 1404,” the “General Security and Judicial Policies of the System,” and based on the statements of the Supreme Leader of the Islamic Revolution and the opinions of experts.
A section of this document mentions 14 characteristics of transformative shifts that open a new window into the macro-orientations of the Judiciary. These discussions include the following fundamental changes:
The Tanad System; A Symbol of Transformative Shift
Mohammad Kazemifard, Head of the Judiciary’s Statistics and IT Center, emphasized that enhancing judicial knowledge has always been among the directives of the Supreme Leader and senior judicial officials. In this regard, the Tanad (Analysis and Critique of Judiciary Verdicts) system was created.
In this system, individuals’ privacy has been given special attention. To date, 20 million judicial decisions have been anonymized using the latest artificial intelligence methods. This process is unstoppable, and judicial decisions are anonymized daily and placed into the system on the same day.
Putting this volume of verdicts in the system has been able to create a major transformation in the Judiciary and open a new window of transparency by relying on the capabilities of domestic experts.
Features, Anonymization, and Search
The head of the Statistics and IT Center explained that anonymization means removing all items that reveal an individual’s identity, including first and last names, phone numbers, license plates, and addresses. By implementing this process, unparalleled features have been provided to the judicial network:
Advanced Search
For the first time, the ability to search within the text of judicial decisions, categorized by charge, claim, and judicial authorities, has been provided for all authorized individuals.
Assistant for Judicial Colleagues
This system has over 2,800 active users and is used as a powerful assistant to find similar and conflicting verdicts.
Training New Judges
The rich and structured content of the Tanad system has provided a very suitable platform for practical training and elevating the knowledge level of new judges.
Transparency and Public Access to Verdicts
Currently, selected verdicts are being published publicly by the Judiciary Research Institute. The Judiciary Research Institute has reviewed about 2,000 verdicts so far and has publicly published 160 verdicts in the National System of Judicial Verdicts. This action has created a new window for transparency and public access to judicial verdicts.
Mohammad Kazemifard, emphasizing that enhancing judicial knowledge, verdict robustness, and transparency are key topics of the Tanad system, added: “In this system, by utilizing the latest modern technologies based on artificial intelligence, a real transformative shift has occurred in the judicial apparatus.”
